from the District Magistrate of Sin Ngan, whence it appears that no Piracy or violent passage took place as stated, and that, as regards the alleged imprisonment of the men with a view to ransom, this was in fact a case of quarrel between villages of Sun-Siem and Min-Lum, resulting in that men, who were subsequently released, being seized and delivered. 4. The Viceroy has issued orders to the Magistrate to cause the persons guilty of this disturbance to be seized and punished, and forward this for the information of the Honorable Consul.
